ICF is a global advisory and technology services provider, looking for a Senior Data Analyst/CQI Manager to support evaluation and continuous quality improvement (CQI) in a federal consulting environment. This role is crucial for developing and maintaining a national case coordination program for unaccompanied children in Office of Refugee Resettlement (ORR) custody. Reporting to the Deputy Project Manager, this position involves leading a team to provide reports that inform project management, CQI, and service improvement.

In this role you can expect to have the responsibilities:

  • Support the design of the case tracking system and related systems, ensuring the inclusion of necessary data elements.
  • Lead a team collecting and analyzing data to support Case Coordinator operations.
  • Identify trends impacting timely case recommendations and develop mitigation strategies.
  • Design data infrastructure to support monitoring.
  • Plan and lead quality assurance tasks, including internal evaluation of services, data management, and analysis.
  • Analyze and synthesize qualitative and quantitative data.
  • Create custom reports and data visualizations to support regular staff use for quality assurance.
  • Conduct data-driven storytelling with enhanced presentation techniques.
  • Develop reports, conduct briefings, and provide data for varying audiences with data visualization principles.
  • Support continuous quality improvement infrastructure.
  • Develop and implement a process for receiving ORR feedback on operations.
  • Respond to ORR data requests, including ad hoc reports and data queries.
  • Create pathways for automated information sharing between Case Coordination and ORR data systems.
  • Enhance Case Coordination toolset for effective reporting to ORR stakeholders.
  • Review Monthly Progress Reports.
  • Develop the Quality Performance and Impact Plan quarterly.
  • Establish quantitative and qualitative measures for third-party reviews.

This role requires you to have:

  • Master’s degree in data science, social sciences, or related fields.
  • 5+ years of experience in evaluation and quality assurance.
  • Expertise in data management, relational databases, and data visualization techniques.
  • Experience with federal, state, or local stakeholder organizations in quality assurance.
  • Proven record in producing high-quality written products and presentations.
  • Minimum of 2 years of management experience.

  • Proficiency in statistical packages such as SPSS, SAS, STATA, or R.

  • Interest or experience in refugee, immigrant, and unaccompanied children, child welfare, capacity building, and technical assistance.
  • Prior work experience in a consulting environment.
